Regency of Lomar est une organisation internationale humanitaire paradiplomatique fondée en 1998 aux États-Unis par le français Laurent Cleenewerck, qui s'impose très vite sur le réseau Internet comme la première entité virtuelle revendiquant sa souveraineté.
Actuellement dirigée par l'Evêque allemand Klaus Schlapps (Président) ,la Libre Organisation Mondiale d'Aide Aux Réfugiés dispose de plus de 15000 membres répartis sur plus de 85 états. Elle met en œuvre de nombreux programmes d'aide humanitaire à destination de l'Afrique,de l'Asie et de l'Amérique du sud.
