Swinging London est à l'origine un titre de Time magazine de 1966.
Il fut utilisé par les journalistes américains pour expliquer pourquoi Londres était devenue la capitale de la culture pop et de la mode pour le monde entier. On se précipitait alors à Londres pour les boutiques, les clubs ou les galeries d'art. Soho et Carnaby Street où régnait Mary Quant, qui imposa la minijupe au monde entier, fixaient les tendances. La ville semblait aussi alors offrir la possibilité d'une société plus ouverte, comme on la rêvait alors. Les classes supérieures bohèmes fréquentaient les prolétaires embourgeoisés grâce à leurs succès artistiques : le coiffeur Vidal Sassoon ou le photographe David Bailey. Les grands mannequins vedettes d'alors comme Twiggy ou the Shrimp faisaient carrière à Londres.
La série Chapeau melon et bottes de cuir est caractéristique de ce Swinging London ; Steed représente la classe supérieure décadente et Mme Peel, femme libérée, est artiste et a une origine sociale plus populaire. Les Beatles, James Bond (créé par Ian Fleming), les mods, sont caractéristiques de cette « Belle Époque » ou l'Angleterre pouvait enfin se lancer dans le consumérisme après des années de guerre et d'austérité.
Le personnage principal du film Blow-Up de Michelangelo Antonioni est l'archétype du Swinging London, tout comme la série de films Austin Powers.
