Dans l'antiquité grecque, durant la démocratie athénienne, le strategikon est une caisse destiné aux dépenses militaires.
Démosthène
Certains athéniens comme Démosthène voient dans la montée en puissance de Philippe II de Macédoine un danger majeur pour la démocratie contre lequel il faut réagir en donnant la priorité aux dépenses militaires. En -349, Démosthène, à travers ses trois Olythiennes destinées à convaincre les citoyens athéniens de secourir la ville d'Olynthe assiégée par Philippe, évoque la suppression du transfert de ces excédents de la caisse du Theôrikón au profit de la caisse militaire, le strategikon. Cette première tentative échoue et ce n'est qu'en -339 que le transfert s'opère.
