Le Board of Trade est un comité du Conseil privé du Royaume-Uni ayant ses origines dans un comité d'enquête du XVIIe siècle, évoluant en un département gouvernemental avec plusieurs fonctions. Depuis 1970 le département est connu sous le nom de Department of Trade and Industry, avec à sa tête le Secretary of State for Business, Enterprise and Regulatory Reform, aussi président du Board of Trade. Le Board ne s'est réuni en entier qu'une fois depuis le milieu du XIXe siècle, lors de la commémoration du bicentenaire du Board en 1986.

En 1621 le roi Jacques Ier demande au Conseil privé d'établir un comité temporaire pour enquêter sur un déclin du commerce et les difficultés financière s'ensuivant. Le titre officiel du Board reste The Lords of the Committee of Privy Council appointed for the consideration of all matters relating to Trade and Foreign Plantations.

En 1696 le roi Guillaume III choisit huit commissaires (auxquels on paie un salaire) pour promouvoir le commerce international en Europe comme dans les plantations des États-Unis (alors colonie britannique) et ailleurs. Le Board procède à ce travail mais voit également de longues périodes d'inactivité qui évoluent en chaos après 1761. Il sera aboli par les whigs de Rockingham en 1782.

William Pitt le Jeune recrée le comité en 1784, et un Order-in-Council du 23 août 1786 fournit la base formelle de l'organisation qu'on trouve aujourd'hui. Un secrétariat est établi, incluant le président, le vice-président et les membres du board. Après 1820 le board cesse de se réunir régulièrement et le travail est entièrement mené par le secrétariat.

Au XIXe siècle le board joue un rôle de conseiller sur l'activité économique dans le Royaume-Uni et son empire. Dans la seconde moitié du siècle il gère également la législation concernant les brevets, designs et marques déposées, la régulation des entreprises, le travail et les usines, le commerce maritime, l'agriculture, le transport, l'électricité, etc... Tout ce qui a un rapport avec les colonies passe au Colonial Office ; d'autres fonctions sont données à des départements nouvellement créés, un processus se continuant dans la plus grande partie du XXe siècle.
