David Wolffsohn (1856 - 1914) est le second président du Congrès sioniste.

Il est l'un des plus proches de Théodore Herzl. Il naît en Lituanie en 1856 et émigre en Allemagne. Wolffsohn fait figure de pionnier auprès des Amants de Sion. Avec la publication du livre de Herzl Der Judenstaat, Wolffsohn part pour Vienne et devient l'admirateur et l'ami le plus proche du visionnaire du sionisme politique.

Jusqu'en 1904, il fait partie du cabinet restreint du Conseil du travailleur sioniste. Il accompagne Herzl lors de son voyage en Palestine. Wolffsohn est aussi l'un des initiateurs au Fonds pour l'implantation juive, dont il devient le premier président. Après la disparition de Herzl, il est élu en 1905 président du Congrès sioniste, d'où il veille principalement à l'unité des forces politiques présentes. Nombre de ses visites aux dirigeants mondiaux sont l'occasion pour lui d'expliquer le sionisme, et de présenter les problèmes auxquels se trouvent confrontés les Juifs. Il démissionne en 1911.

Wolffsohn meurt en 1914, et son corps, en 1952 est transporté sur le mont Herzl, à Jérusalem. Le bâtiment David Wolffsohn, inauguré en 1930 sur le mont Scopus et le kibboutz Nir-David (Tel-Amal), à l'entrée de la vallée de Beït-Shéan portent aujourd'hui son nom.
