Système de gouvernement où, conformément à la constitution, le pouvoir d'élaborer des lois est réparti entre un corps législatif central et les assemblées législatives des territoires membres de cette fédération. Dans une fédération, c'est la constitution qui établit ces gouvernements régionaux et leur accorde une pleine compétence dans certains domaines. Il peut s'agir d'un État fédéral, qui réunit plusieurs États (voir aussi Fédéralisme et Confédération).
