L’International Freedom Center ou IFC (littéralement « centre international de la liberté ») était un projet de musée qui devait être adjacent au site de Ground Zero, anciennement les tours jumelles du World Trade Center. Sélectionné en 2004, il comprenait un centre culturel, appelé " reflecting absence " (absence remarquée), il est situé près du mémorial aux victimes des attentats du 11 septembre 2001. Mais ce sont de nombreuses critiques qui se sont abattues contre le projet IFC, clamant que promouvoir la liberté internationale par des expositions des différents génocides et crimes contre l'humanité de l'Histoire (incluant le génocide des indigènes ou encore l'esclavage aux États-Unis), était inapproprié sur un site considéré comme sacré par certains. C'est le 28 septembre 2005 que le gouverneur George E.Pataki a rayé l'IFC de la carte du Wolrd Trade Center.
George Soros, Tom Bernstein, Anthony Romero, et Eric Foner étaient les promoteurs de l'IFC. C'est une heure avant d'être officiellement refusé sur Ground Zero, que le musée s'est retiré de la course, déclarant ne pas être au niveau, ne faisant aucun effort pour trouver une autre implantation.
